Hello, Recently we've received an unofficial notice about a letter sent to ICANN by .UA domain reform group(?) (http://www.ua-nic.net/) While this letter cites some well-known facts it also contains multiple omissions, editions and intentional? translation errors. In particular contrary to what's stated in the letter to ICANN, we (current .UA administration) have not reached any agreements with signatories of this letter - http://www.ua-nic.net/letter_to_ICANN_15032001.html We are very concerned about government security service (SBU, former Ukrainian branch of KGB) ambitions to take over and maintain .UA; government has multiple agencies which believe they have authority related to domain matters; so far the most productive was our teraction with Telecommunication and Informatization Committee (former Telecommunication Ministry), which we believe is most competent government agency in this area. Current administration of .UA (me, Dmitry Kohmanyuk and administration group we've formed which was supporting .UA for the last 5+ years) for the past 6+ month has worked on .UA domain development - including dispute resolution, whois services, formalization of relationship between administrators and delegees etc. For that purpose we've participated in creation of private Ukrainian non-profit company - Hostmaster Ltd. (http://www.hostmaster.net.ua/) - which was founded by most of administrators of second level domains in UA - both public and geographical. At the same time we've worked with multiple groups, including relevant government agencies, ISPs, private registries etc. to accommodate interests of Ukrainian Internet community and the state.
